…was hold on 25-26 of January, 2017, at “Kosmos” hotel in Moscow. 504 delegates participated in the Congress. Among participants there were representatives of: Federation of Independent Trade Unions of Russia (FNPR), IndustriALL Global Union, foreign trade unions of Austria, Belorussia, Belgium, United Kingdom, Hungary, Germany, Denmark, Kazakhstan Republic, Luxembourg, Slovakia, Tadzhikistan Republic, Finland and Switzerland and trade unions of different industries of the Russian Federation. Representatives of ministries, Association of Manufacturers of Mining and Metallurgical Complex of Russia “AMROS”, legislative and executive branches of power, leading companies and enterprises of Mining and Metallurgical Complex of Russia, veterans and representatives of mass media took part in the Congress. There were about 600 representatives. The following issues were on agenda of the Congress: reports of MMWU Central Council on activity on years 2012-2016 and activity of supervision and auditing committee; changes in MMWU Statutes, elections of Union president and vice-residents, Central Council, supervision and auditing committee; adopting MMWU action plan on years 2017-2021 and resolutions.

Their greetings to the Congress sent: Dmitry Medvedev, Chairman of the Government of the Russian Federation, Valentina Matveenko, Chairman of the Council of Federation of the Russian Federation, Vyacheslav Volodin, Chairmen of the State Duma, Mikhail Shmakov, Chairman of FNPR.

Valter Sanches, InduatriALL Global Union General Secretary noticed in his welcoming speech to the Congress:

“MMWU is the largest affiliate of IndustriALL Global Union. The situation in the world is tense and unsustainable now. But union activists have never seen easy times and we can reach a success only through our solidarity actions. On behalf of the Global Union I assure Russian miners and metalworkers that you always can count on our support in any difficult situations”.

Alexey Bezymyannykh informed delegates about most important results of the Union’s work and spoke about the problems that MMWU faces today, such as: increasing the level of wages of miners and metalworkers, saving work places, creating of decent and safe working conditions, special supervision of working conditions to not allow employers to deprive workers in heavy working conditions of benefits and guaranties, strengthening of legal protection of members of the Union, increasing efficiency of informational work with Union members. Among the most significant directions of activity remain: organizational strengthening of the Union, increasing the number of members, consolidation of activity of the Union bodies of all levels and it’s increasing, work with the youth and on involving workers in the Union.

Alexey Bezymyannykh was elected as MMWU president, Svetlana Boeva and Andrey Shvedov - as vice-presidents.

The Congress adopted the Action plan of MMWU for the years 2017-2021 and the resolutions: “Real increase of wages for modern metallurgy”, “On solidarity”, “Information is a resource of development of the Union”.

The following problems were considered in Action plan discussion: increasing of average wage, wages indexation, problems of the single-industry towns, safety of work and legal protection, implementation of labour legislation by employers, development of the system of training for trade union activists, increasing the number of union lecturers, work with young activists, informational work, the activity of the Charity foundation of miners and metalworkers “Splav”.
